Նիդերլանդներում սոցիալական ապահովության նախատեսված կրճատումները հանվել են օրակարգից․ ամիսներ շարունակված արհմիութենական պայքարը հասել է կարևոր հանգրվանի
Սեպտեմբերի 29-ը Նիդերլանդների աշխատավորական շարժման համար դարձավ կարևոր օր։ Կառավարությունը հրաժարվեց սոցիալական ապահովության համակարգում նախատեսված մի շարք կրճատումներից, որոնց դեմ ամիսներ շարունակ պայքարում էին FNV-ն, CNV-ն և VCP-ն։
Այս որոշմանը նախորդել էին բանակցություններ, ակցիաներ և գործադուլներ։ Պայքարի կենտրոնում սոցիալական ապահովության այնպիսի կարևոր բաղադրիչներ էին, ինչպիսիք են գործազրկության ապահովագրությունը՝ WW-ն, և երկարատև աշխատունակության կորստի դեպքում եկամտային ապահովությունը՝ WIA-ն։
Ինչի՞ դեմ էր պայքարը
Նախատեսված փոփոխություններից ամենաշատ քննարկվողներից մեկը WW-ի առավելագույն տևողության կրճատումն էր։ Գործող համակարգում այն կարող է հասնել 24 ամսվա, մինչդեռ առաջարկվող փոփոխությամբ նախատեսվում էր այն կրճատել մինչև 12 ամիս։
Սա միայն թվերի փոփոխություն չէր։ Աշխատանքը կորցրած մարդու համար WW-ն այն ժամանակավոր պաշտպանությունն է, որը հնարավորություն է տալիս նոր աշխատանք գտնելու ընթացքում պահպանել որոշակի եկամուտ։
Միաժամանակ քննարկվում էին WIA համակարգին վերաբերող փոփոխություններ և սոցիալական ապահովության ոլորտում այլ խնայողություններ։ Արհմիությունների գնահատմամբ՝ դրանց հետևանքը կարող էր զգալի լինել այն մարդկանց համար, ովքեր հայտնվում են երկարատև անաշխատունակության կամ գործազրկության իրավիճակում։
Այդ պատճառով մեր հիմնական պահանջը պարզ էր՝ սոցիալական ապահովության վրա նախատեսված կրճատումները պետք է ամբողջությամբ հանվեն։
Գործադուլներ, ակցիաներ և շարունակվող ճնշում
Այս պահանջը միայն բանակցությունների սեղանի շուրջ չէր հնչում։
Վերջին ամիսներին հազարավոր աշխատողներ մասնակցեցին տարբեր գործողությունների և գործադուլների։ Սեպտեմբերին ակցիաները հատկապես ակտիվացան։ Դրանց մասնակցեցին տարբեր ոլորտների աշխատողներ, այդ թվում՝ հասարակական տրանսպորտի և երկաթուղու աշխատակիցներ։
Սա մեկ օրվա կամ մեկ ակցիայի պայքար չէր։ Յուրաքանչյուր գործողություն ուղերձ էր՝ սոցիալական ապահովությունը չպետք է թուլացվի այն մարդկանց հաշվին, ովքեր հիվանդության, գործազրկության կամ աշխատունակության կորստի պատճառով կախված են այդ համակարգից։
Սեպտեմբերի 15-ի Prinsjesdag-ից հետո կառավարությունն արդեն որոշ փոփոխություններ վերանայել կամ հետաձգել էր։ Սակայն արհմիությունների համար դա բավարար չէր։ Հետաձգումը դեռևս վերացում չէր։
Այդ պատճառով պայքարը շարունակվեց։
Սեպտեմբերի 29․ որոշումը փոխվեց
Եվ ահա սեպտեմբերի 29-ին եկավ այն լուրը, որին սպասում էինք։
FNV-ն, CNV-ն և VCP-ն հայտարարեցին, որ կառավարությունը հրաժարվում է սոցիալական ապահովության նախատեսված կրճատումներից։
Դրան հաջորդեց նախատեսված գործադուլների և գործողությունների դադարեցումը։
Մեզ համար սա կարևոր արդյունք է։
Արհմիությունների պայքարի իմաստը միայն այն չէ, որ որևէ որոշում փոխվի։ Ավելի կարևոր է այն սկզբունքը, որ աշխատող մարդիկ պետք է ունենան իրենց ձայնը այն որոշումների ժամանակ, որոնք անմիջականորեն ազդում են իրենց կյանքի, եկամտի և ապագայի վրա։
Երբ խոսքը սոցիալական ապահովության մասին է, դա վերաբերում է ոչ միայն այսօրվա աշխատողներին։ Դա վերաբերում է յուրաքանչյուրին, ով վաղը կարող է կորցնել աշխատանքը, հիվանդանալ կամ այլևս չկարողանալ աշխատել նախկինի չափով։
Սա պայքարի ավարտը չէ
Սեպտեմբերի 29-ի որոշումը կարևոր հանգրվան է, բայց սոցիալական ապահովության ապագայի շուրջ աշխատանքը դրանով չի ավարտվում։
Առջևում են նոր քննարկումներ՝ ինչպես պահպանել համակարգը, ինչպես այն դարձնել ավելի արդյունավետ և ֆինանսապես կայուն, ինչպես կանխել երկարատև անաշխատունակությունը և ինչպես օգնել մարդկանց վերադառնալ աշխատանքային կյանք։
FNV-ի, CNV-ի և VCP-ի համար կարևոր է, որ այդ քննարկումներում աշխատողների շահերն ու ձայնը նույնպես լիարժեք ներկայացված լինեն։
«Առանց ձեզ այս հաղթանակը չէր լինի»
Ես անկեղծորեն շատ ուրախ եմ։ Իմ սիրտը լի է երախտագիտությամբ։
Շնորհակալություն բոլոր իմ գործընկերներին՝ յուրաքանչյուրին, ով մասնակցել է, կանգնել է, պայքարել է և չի հանձնվել։
Ձեր ջանքերը, համբերությունը և համերաշխությունը որոշիչ էին։ Առանց ձեզ այս հաղթանակը չէր լինի։
Այս ամիսները ևս մեկ անգամ ցույց տվեցին, թե ինչ կարող է անել միասնականությունը։
Երբ մարդիկ կանգնում են կողք կողքի, երբ նրանք պաշտպանում են ոչ միայն իրենց, այլև իրենց գործընկերների և ապագա սերունդների սոցիալական անվտանգությունը, նրանց ձայնը լսելի է դառնում։
Սոցիալական ապահովությունը պարզապես օրենքների և թվերի համակարգ չէ։ Այն այն պաշտպանությունն է, որին մարդը կարող է ապավինել այն պահին, երբ կյանքը չի ընթանում նախատեսված ճանապարհով։
Մենք շարունակելու ենք աշխատել ավելի լավ, ավելի արդար և ավելի ամուր սոցիալական ապահովության համար։
Միասին ուժեղ ենք մենք։

The Struggle Against Cuts to Social Security in the Netherlands and Its Outcome

Planned cuts to social security in the Netherlands have been taken off the agenda: months of trade union action have reached an important milestone
September 29 became an important day for the Dutch labor movement. The government withdrew a number of planned cuts to the social security system, which FNV, CNV and VCP had been campaigning against for months.
The decision was preceded by negotiations, demonstrations and strikes. At the heart of the struggle were important components of the social security system, including unemployment insurance (WW) and income protection in cases of long-term incapacity for work (WIA).
What were we fighting against?
One of the most widely discussed proposed changes was the reduction of the maximum duration of WW benefits. Under the current system, this can be up to 24 months, while the proposed change would have reduced it to 12 months.
This was not simply a matter of changing numbers. For someone who loses their job, WW provides temporary protection, allowing them to maintain a certain level of income while looking for new employment.
At the same time, changes to the WIA system and other cuts in the social security sector were being discussed. In the view of the trade unions, these measures could have had a significant impact on people facing long-term incapacity for work or unemployment.
That is why our main demand was clear: the planned cuts to social security had to be completely withdrawn.
Strikes, demonstrations and continued pressure
This demand was not expressed only at the negotiating table.
In recent months, thousands of workers took part in various actions and strikes. The actions intensified particularly in September. Workers from different sectors participated, including employees in public transport and the railway sector.
This was not a one-day action or a one-off protest. Every action carried the same message: social security must not be weakened at the expense of people who depend on this system in times of illness, unemployment or loss of working capacity.
After Prinsjesdag on September 15, the government had already revised or postponed some of the proposed measures. However, this was not enough for the trade unions. Postponement was not the same as withdrawal.
That is why the campaign continued.
September 29: the decision changed
And then, on September 29, the news we had been waiting for arrived.
FNV, CNV and VCP announced that the government was withdrawing the planned cuts to social security.
The planned strikes and actions were subsequently called off.
For us, this is an important result.
The purpose of trade union action is not merely to change a particular decision. More importantly, it is about the principle that working people must have a voice in decisions that directly affect their lives, their income and their future.
When we talk about social security, this concerns not only today's workers. It concerns everyone who may lose their job tomorrow, become ill, or no longer be able to work as they did before.
This is not the end of the struggle
The September 29 decision is an important milestone, but the work surrounding the future of social security does not end here.
New discussions lie ahead: how to preserve the system, how to make it more effective and financially sustainable, how to prevent long-term incapacity for work, and how to help people return to working life.
For FNV, CNV and VCP, it is important that the interests and voices of workers are fully represented in these discussions as well.

Social security is not simply a system of laws and figures. It is the protection people can rely on when life does not go according to plan.
We will continue working for better, fairer and stronger social security.
