Bienvenue dans notre débat sur La francophonie dans le monde d'après.
Au nom du Groupe des Ambassadeurs francophones, je voudrais remercier Institut français des Pays-Bas pour l’initiative d’organisation de cet événement.
Beaucoup de choses ont été dites, écrites et analysées sur le COVID, sur ses implications, les conséquences et les opportunités après la pandémie.
Les gouvernements, les organisations internationales, les centres de recherche, les journalistes débattent 24 heures sur 24 sur le nouvel ordre mondial post pandémique, alors que la situation d'urgence sans précédent devient déjà une nouvelle normalité, lorsqu'un dîner au restaurant, passage aux théâtres et cinémas ou des visites chez des amis n'est plus possible.
En plus, pour beaucoup de pays francophones comme le Liban après l'explosion du port de Beirut ou l'Arménie après l'agression de l'Azerbaïdjan et la Turquie, qui a laissé des milliers de victimes et environ 40000 civiles déplacés en Artsakh, la pandémie et la post-pandémie sont plus compliquées et demandent plus d’efforts et de solidarité.
La solidarité que la France a montrée en s'engageant dans le processus de la stabilisation politique au Liban et aide humanitaire destinée aux victimes de la tragédie de Beirut, les efforts pour la paix que la France a fait pour mettre fin à l'agression de la Turquie dans la Méditerranée, qui affecte les deux autres membres de notre famille la Grèce et le Chypre.
La solidarité que le secrétaire général de l'OIF Louise Mushikiwabo a montrée en dénonçant l'agression contre les arméniennes.
La solidarité dont nous avons besoin pour reconstruire nos vies en Afrique, en Asie, en Europe ou ailleurs, en soutenant des initiatives pour habiliter les femmes et investir dans l'éducation, se concentrer en faveur de la préservation de notre planète et promouvoir l'agenda vert.

Artsakh

At the start of the year, High Commissioner Zareh Sinanyan traveled to Artsakh. The trip included meetings with Artsakh's President and other government officials to discuss critical post-war issues. Among the many discussion topics were housing for displaced families, finding ways to engage the Diaspora in Artsakh's development, and humanitarian support programs.
Following the visit, our Office partnered with the Artsakh government to host an in-person, round-table meeting with over 30 Diasporan nonprofit organizations to further post-war developmental and humanitarian work in Artsakh. As a result of the meeting, a coordinating council was set up with the participating nonprofits and foundations and the Artsakh Government.
В январе главный уполномоченный Заре Синанян находился с рабочим визитом в Арцахе. С целью обсуждения послевоенных проблем уполномоченный встретился с президентом Арцаха, а также с рядом должностных лиц. Широкий круг вопросов включал: программы жилищного строительства для перемещенных лиц в Арцахе,инициативы по развитию территориии гуманитарной помощи.
После визита наш Офис в сотрудничестве с Правительством Арцаха собрал под одной крышей 30 общественных организаций диаспорыдля обсуждения послевоенных программ развития и гуманитарной поддержки Арцаха. По итогам встречи был создан координационный совет с участием благотворительных организаций и фондов, а также Правительства Арцаха.
Post-War Health Solutions

MENTAL HEALTH: In partnership with the RA Ministry of Labor and Social Affairs, YSU Center for Applied Psychology, RA National Institute of Health and VIVA Fund, our Office launched a series of mental health webinars, connecting Diaspora mental health professionals with Armenian psychologists working with servicemen and their families affected by the recent war.So far,5 successful webinars have been held resulting in collaborations between 9 Diaspora professionals and over 214 registered Armenian specialists. Topics so far have included PTSD and post-war trauma and recovery.
PHYSICAL THERAPY: In cooperation with the Armenian American Sports Medicine Coalition (AASMC) and the Republic of Armenia’s Ministry of Health, 11 physical therapiststhus far have been in Armenia working directly with wounded soldiers, as well as providing training to Armenian specialists.
PROSTHESIS: Additionally, our Office facilitated a partnership with 4 leading,Diasporan prosthetics expertsand the Ministry of Labor and Social Affairs to train, network, and collaborate with specialists in Armenia directly working with wounded soldiers. All experts have experience working within post-war countries and are putting forth significant efforts toward alleviating our country's current challenges.

ПСИХИЧЕСКОЕ ЗДОРОВЬЕ: В партнерстве с министерством труда и социальных вопросов РА, Центром прикладной психологии ЕГУ, Национальным институтом здоровья РА и фондом “Вива” наш Офис запустил серию вебинаровпо психическому здоровью, объединив специалистов по психическому здоровью диаспоры с армянскими психологами, непосредственно работающими с военнослужащими и их семьями, пострадавшими от недавней войны. На сегодняшний день в сотрудничестве с 9 высококлассными специалистами из диаспоры было проведено 5 вебинаров, для участия в которых зарегистрировано более 214 армянских психологов. Темы переподготовки включают: посттравматические стрессовые расстройства, послевоенные травмы и восстановление.
ФИЗИОТЕРАПИЯ: В сотрудничестве с Армяно-Американской коалицией спортивной медицины (AASMC) и министерством здравоохранения Республики Армения 11 физиотерапевтов из диаспоры прибыли в Армению и начали работать с ранеными солдатами, а также проводить переподготовку местных специалистов.
ПРОТЕЗИРОВАНИЕ: Параллельно с этим, наш Офис содействовал партнерству 4 ведущих специалистов по протезированию из диаспорыи министерства труда и социальных вопросов для обучения, налаживания связей и сотрудничества со специалистами в Армении, непосредственно работающими с ранеными солдатами. Все эксперты имеют опыт работы в послевоенных странах и прилагают значительные усилия для решения текущих задач нашей страны.

During his working visit to Russia, High Commissioner Zareh Sinanyan met withArmenian community representatives, organizationsand business leaders to strengthen ties between Armenia and Diaspora communities in Russia. His regional visits included Moscow, Saratov, Tyumenand Yekaterinburg, as well as meetings with representatives of numerous Armenian cultural centers, churches and schools.
Separately, our Office continues to work with Lebanese Armenians who moved to Armenia from Lebanon (many after the August 4 explosion in Beirut) and recently held an in-person, information session to assist over 100 Lebanese Armenian repatriates with questions surrounding repatriation and integration.

7 new Diaspora professionals from the U.S., Canada, Russia, Cyprus, among other countries, joined the ranks of "iGorts" to work within the Republic of Armenia state system.

The Office of the High Commissioner for Diaspora Affairs launched "iGorts" 2021, welcoming applications from Diaspora Armenian professionals in various industries to work inside Armenia’s ministries and state institutions for a yearlong term. Applicationsare open until April 15th. As seen in the video, "iGorts" has been a repatriation catalyst. Some participants from the previous year have received permanent job offers to continue working within their respective ministries, and have also moved to Armenia with their families.
Офис главного уполномоченного по делам диаспоры РА продолжает прием заявок на участие в программе “iGorts-2021” от специалистов диаспоры, желающих в течение года работать в различных ведомствах и министерствах Армении. Заявкипринимаются до 15 апреля. Как вы видите в сюжете, "iGorts" - это еще и возможность для репатриации. Некоторые участники прошлого года получили предложения постоянной работы в министерствах, а также переехали в Армению вместе со своими семьями.
Alongside "iGorts" is the ongoing "Step Toward Home" youth program, the 2-week, educational, summer camp program designed for Diaspora Armenian youth to get better acquainted with the homeland.
GovTech Launchpadis a project thatgauges new solutions from tech startups to support Diaspora Armenians on their repatriation journey and helps bridge Armenia and Diaspora.
The Employment Support Program offers support for Lebanese Armenian repatriates to find meaningful careers and job opportunities in Armenia.
